2012 Supplement Further Description


The Legislative Commissioners' Office resumed in 2006 —for the first time since 1977—the publication of a Supplement to the 16-volume set containing a codified compilation of the Public Acts adopted during the first year of the two-year cycle for re-publishing the entire set. The first issue, titled the 2006 Supplement to the General Statutes of Connecticut, contained the Public Acts adopted in 2005. The current issue, titled the 2012 Supplement to the General Statutes of Connecticut, was published February 2012 and includes the Public Acts adopted in 2011.

Between 1977 and 2006, the public acts adopted during the two-year General Statutes publication cycle had only been available in non-codified, chronological order, in the publication called the Public and Special Acts. The 2012 Supplement breaks down each public act adopted in 2011 by subject matter and assigns each part to the title within the General Statutes where it will appear in the next release of the full 16-volume set (scheduled, as usual, for January of each odd year, with the next release in January 2013).

The Supplement, therefore, makes it much easier and quicker to determine whether a statute contained in the 2011 General Statutes has been affected by a Public Act adopted during 2011, and to view the most recent version of each statute. As such, it is a highly useful addition to the full 16-volume set.

Following are a few of the important features of this publication:

(1) Amended sections of the 2011 General Statutes are entirely reproduced in the 2012 Supplement, so that it is not necessary for users to integrate the new language into the old statute.

(2) Section assignments used in the Supplement will be followed in the 2013 General Statutes (the next edition of the full 16-volume set).

(3) The Supplement covers all public acts adopted in 2011.

(4) The Supplement includes fully updated versions of the highly useful "sources," "histories" and "annotations" entries that follow each statute in the full set. The "sources" and "histories" entries are reproduced in their entirety; whereas the "annotations," because of their length, are supplemented from the entries in the most recent full set (the 2011 set).

(5) The publication includes an index and various tables, including cross reference tables correlating each public act with its codified location.

(6) The Supplement may be cited as an official source; no cross-reference to the original Public Act is required.

(7) The Supplement, just as the biennial full set of General Statutes, does not contain Special Acts or those few portions of the public acts that are special in nature (such as appropriation provisions). That is, the same specialized statutes that are routinely excluded from the full, two-year codified version of the General Statutes are excluded from the Supplement, and those routinely included in the full set are included in the Supplement.

(8) Language from a 2011 Act that is repealed during 2012 will not be included in the 2013 full set, leaving the Supplement as the primary source for the language of any Public Act which is both adopted and repealed between publications of the full 16-volume set.

(9) A Supplement will not be published during the second year of the two-year publication cycle, because the codified version of the Public Acts adopted during the second year will be incorporated into the full 16-volume revised General Statutes released in the following January.
